When they were moving loads by backhoe, the backhoe inclined and falled rolling 3 or 4 times to the roads. The driver of the backhoe was thrown away and died undee the backhoe. |

Facing the terre armee construction, they craned and moved the panel(940kg) for 60m.When they made the boom roll on the road of 23° degree , the body of the boom lost balance and it came to the circumstance that the backhoe was supported by bucket and crawler. Workers around it told the driver of it to escape, but after 5 minutes or so, it fell down rolling 3 or 4 times to the road below.Then, the driver was thrown away from the backhoe and died under it. |
| Sequence |
In the terre armee construction, the backhoe was suspending the panel(940k) which the chief lifted and was going down the slope backwards. After going down 10m from the curve, when they made the boom roll on the road of 23° degree, the center of gravity moved and the boom and crawler crossed with a right angle,the body of the backhoe lost its balance and got to be supported by the bucket and crawler. Workers around it told the driver of it to escape, but after 5 minutes or so, it fell down rolling 3 or 4 times to the road below.Then, the driver was thrown away from the backhoe and died under it. |
| Cause |
The cargo was transported by the backhoe. The technology of the operator was immature. Work planning was a mistake. The safe consciousness for the work was bad, and safety education and training was insufficient. |
| Countermeasures |
The cargo must be transported in haulage vehicle such as uneven ground haulage vehicle. The steep temporary road must not be built. The work method must be reexamined. Worker must be placed considering his workmanship. The prohibition of outside usage of the backhoe. |

In the place of the steep gradient, do not let the backhoe roll. The cargo is not transported by the backhoe. Heavy goods are not hung by the backhoe. |
| Background |
The terre armee construction is often used in the steep place, and the temporary road is difficult to make it, and it often has trouble with the material handling. There was some approach of the safety neglection that it is economical if they were transported by the backhoe, in addition of other works. |
