Overview |
During construction work of a private house, the jib of the crane touched upper part of the transmission line of upper part and received an electric shock while carrying a bundle of reinforced steel using the truck crane |
Incident |
The electric shock by the jib of transportable crane from the transmission line |
Sequence |
* Because of the request from the president of the supplier company which was carried out on the day, at 11 a.m., A installed the crane in the position which remained about 4m from just under of the transmission line ( special and high-pressure 66000V ). * It was moved to the unloading place, after the worker C slung the bundle of the reinforced steel which the anchoring wire rope, and signaled for A to wind it up, and then he went to the unloading place. The driver A made the jib length of the crane 19.1m and turned clockwise to carry it to the unloading place and it was wound to about 1.5m. * C held the load in both hands so it would not swing, and C sent A the signal of the positioning in order to set it on the square timber. * When turning and corrugation of the jib were done, and C suddenly fell over the load. * The jib approached the transmission line too closely, and it received an electric shock from transmission line. |
Cause |
* In spite of the fact that the work in which they used the truck crane at the lower of transmission line of special and high-pressure (66,000V) was carried out, they did not carry out measures of fixing the armor for the insulation to the transmission line to prevent the danger from the electric shock. * The victim received an electric shock by the electric discharge from transmission line because the tip of the jib of truck crane approached the transmission line. * The current flowed to the victim when the victim held the anchoring wire rope to stop the welter of the load (bundle of the reinforced steel). |
Countermeasures |
* Necessary measures for the prevention from the electric shock that the armor for the insulation should be taken in the transfer work of reinforced steel, in using truck cranes, at the place near the overhead wires like special high voltage line (66,000V). It is important to set the supervision of the monitoring person with ensuring the safety separation (the desired value of electric power company is over 4.0m in case of 66000V or less) between transmission line and jib. |
Knowledge Comment |
Shocks occur closely, even if the jib does not contact the transmission line. |
Background |
* They decided the work using truck crane on that day and did not carry out the previous arrangement of the work plans, schedule, work method, protection measures of the transmission line, and monitoring method by the monitoring person with the owner of the transmission line beforehand. * The workers did not know the countermeasures such as the security of the safe separation in the work near to the high voltage transmission lines. |
Sequel |
The enterprise was indicted according to the Industrial Safety and Health Law contravention. |
