Three workers had constructed the circumference scaffold of the bridge pier. The leader and the subleader had worked outside the crash prevention fence, and the victim had worked inside it. Three workers installed brackets to hold the stage planks of the flank of the bridge pier. They hold the two of the three sheets of stage planks, and they laid out the next work. Agter that, they took a rest at 10 p.m. The brackets were put on without cutting the plank off at the necessary length, and laid it unfixed.
