Overview This disaster is gravel decay in the soil pipe construction. The gravel against the steel plate decayed, after two steel plates were stood against the both sides of a reclaimed surface instead of sheeting sheet pile, and a worker who had entered the inside died.
Incident The gravel of the excavation groove decayed, and the steel plate fell.
Sequence When the victim descended in the groove, after he drilled the groove in order to bury the soil pipe, and after standing two steel plates against the both sides of the reclaimed surface instead of sheeting sheet pile, and when it was formed between the steel plate, a worker who had entered the inside died.
Cause * It was a condition that it was easy to decay because there was back-filled soil nearby the excavation position.
