Forum 126 in KasugaStudy on Tsunami Preparation at Fukushima NPP
Date: Saturday, April 18, 2015, 13:00-17:00
Yoshioka's call formed "Study Group about Tsunami Preparation at Fukushima NPP." The purpose is to find what preparations Fukushima-1 NPP, with units 1 through 4 destroyed, had taken to prevent that large disaster. It is along Chairman Hatamura's saying of "What if ..." Many investigations and discussions have been made about "what happened" with the accident. TEPCO insisted that the Fukushima accident was unavoidable because it was caused by the unexpected tsunami and earthquake. Soeda, the author of the book "NPP and Tsunami, Who buried the warnings (in Japanese)" spoke during ASF Forum 124 and explained that government publications, Guideline by 7 Ministries (1997), and "Long-term evaluation" by The Headquarters for Earthquake Research Promotion (2002) had led to tsunami predictions of (Guideline ...)8.6m, later 13.6m, and (Long-term ...) depending on location 8.4 to 15.7m at Fukushima-1. Place: Bunkyo Civic Center, Welfare Hall for the Disabled, Meeting Room A Registration: Free (required advanced registration) Participants: [5 voluntary members from ASF ] Kenji Iino, Masayuki Nakao, Masao Fuchigami, Motoharu Furukawa, Ritsuo Yoshioka and 14 non-ASF members So, the purpose of our study group is to find "if TEPCO had taken these calculated predictions seriously, what were the minimum set of preparations it could have made to prevent the serious disaster." The meeting started with Yoshioka's explanation of the purpose. He then distributed some layout data about Fukushima-1. Fuchigami then kicked off the discussion. The discussions we made then together with some follow-up correspondence are put together in the following report: Study on Tsunami Preparation at Fukushima NPP -Report 1April 28, 2014 The next meeting is scheduled for June.
